Maine's motor carrier rule covers intrastate carriers (16-222 CMR ch. 4 § 2), but intrastate drivers who stay within 100 air miles of base are subject to only part of Part 391 (§ 4(C)(1)). Beyond 100 miles the full rules apply with an age-18 minimum, and placarded hazmat gets no exemption.
