No. A trip into Ohio, or any other state, is interstate commerce, so the driver must meet the federal rules without Kentucky's exceptions: age 21 and a federal medical certificate rather than a Kentucky waiver.

Can an 18-year-old drive a truck for my Lexington business?

On Kentucky-only routes, yes: 601 KAR 1:005 § 4(2) sets the intrastate minimum at 18. The exception does not apply to hazmat loads or to any interstate trip, outside federal pilot programs.

What USDOT number does an in-state Lexington carrier display?
